Jedná se o organicky vzniklé fondy centrálních úřadů unitárního a federálního ministerstva vnitra a Státní bezpečnosti. Jsou v nich obsaženy písemnosti vyprodukované činností organizačních útvarů unitárního a federálního ministerstva vnitra, centrálních a některých krajských správ SNB. Dále obsahuje fondy kanceláře ministrů a náměstků ministra, kolegií ministra, rozkazy a nařízení ministrů a náměstků ministra, materiály právního odboru a vnitřní správy.
