Většina dochovaných písemností vznikla u útvarů právně legislativního a zahraničně technického, oddělení stížností a pro styk s občany a úřady. Mj. zde najdeme zejména prameny k mezinárodním smlouvám a také nejrůznější statuty, směrnice a zákony. Dále obsahuje rozkazy a tajné rozkazy MNB a MV, nařízení MV a ministra vnitra ČSSR.
